烏魯木齊《關于進一步促進民營經濟發展的實施意見》

為深入貫徹習近平總書(shu)記在民營企(qi)業(ye)座(zuo)談會上的(de)(de)重要講(jiang)話(hua)精神,全面落(luo)實自(zi)治區(qu)黨委、自(zi)治區(qu)人民政府關于(yu)促進民營經濟發展(zhan)的(de)(de)決策部署,不斷(duan)優化投(tou)資發展(zhan)環境,推動民營經濟高(gao)質量發展(zhan),結合我市實際,提出(chu)如下(xia)意(yi)見。

一、總體要求

以(yi)(yi)習近平新(xin)時(shi)代中國特色社會主(zhu)義思想為指導,認(ren)真貫徹黨的十(shi)九大和(he)十(shi)九屆二中、三中全會精(jing)神,貫徹落實黨中央治疆(jiang)方略、特別是社會穩定和(he)長治久安總(zong)目標(biao),堅持(chi)穩中求(qiu)進(jin)工作總(zong)基調(diao),堅持(chi)新(xin)發(fa)(fa)展(zhan)理念(nian),深入(ru)推進(jin)供給側結(jie)(jie)構性改革,按(an)照(zhao)自治區黨委(wei)“1+3+3+改革開放”工作部(bu)署和(he)市(shi)(shi)(shi)委(wei)聚焦總(zong)目標(biao)、抓好“三件大事”、建(jian)設(she)“六(liu)個首府”工作要求(qiu),結(jie)(jie)合(he)市(shi)(shi)(shi)委(wei)關于促進(jin)民(min)(min)營(ying)(ying)經濟(ji)(ji)發(fa)(fa)展(zhan)的14個方面具體(ti)措施,以(yi)(yi)發(fa)(fa)展(zhan)實體(ti)經濟(ji)(ji)為著力(li)點,著力(li)創(chuang)造(zao)更(geng)加公平的市(shi)(shi)(shi)場環(huan)(huan)境、政策(ce)環(huan)(huan)境、法治環(huan)(huan)境、社會環(huan)(huan)境,著力(li)構建(jian)“親”“清(qing)”新(xin)型(xing)政商關系,讓(rang)民(min)(min)營(ying)(ying)經濟(ji)(ji)創(chuang)新(xin)源泉充分(fen)涌(yong)流、民(min)(min)營(ying)(ying)經濟(ji)(ji)創(chuang)造(zao)活力(li)充分(fen)迸發(fa)(fa),推動(dong)全市(shi)(shi)(shi)民(min)(min)營(ying)(ying)經濟(ji)(ji)轉型(xing)升級、提質增效和(he)創(chuang)新(xin)發(fa)(fa)展(zhan)。

二(er)、主要舉措

(一(yi))降低稅(shui)費負(fu)擔

1.全面落(luo)實(shi)稅(shui)(shui)(shui)(shui)(shui)(shui)收優惠政策(ce)。認(ren)真(zhen)貫徹落(luo)實(shi)國(guo)家稅(shui)(shui)(shui)(shui)(shui)(shui)務(wu)總局(ju)《關(guan)于實(shi)施(shi)進一步支持(chi)和服務(wu)民營(ying)經(jing)濟發展(zhan)若干措(cuo)施(shi)的通知》明(ming)確的26項具體措(cuo)施(shi),實(shi)施(shi)增(zeng)值(zhi)稅(shui)(shui)(shui)(shui)(shui)(shui)減稅(shui)(shui)(shui)(shui)(shui)(shui)政策(ce),積極落(luo)實(shi)城(cheng)鎮土地使(shi)用稅(shui)(shui)(shui)(shui)(shui)(shui)困難性(xing)減免優惠政策(ce),加大對科技(ji)型初創企(qi)(qi)業、小微企(qi)(qi)業實(shi)質性(xing)普(pu)惠稅(shui)(shui)(shui)(shui)(shui)(shui)收支持(chi)力度,符合政策(ce)的納稅(shui)(shui)(shui)(shui)(shui)(shui)人實(shi)行(xing)即報即享、應享盡享。對生產經(jing)營(ying)確有困難、納稅(shui)(shui)(shui)(shui)(shui)(shui)信用良好的民營(ying)企(qi)(qi)業,落(luo)實(shi)緩繳(jiao)稅(shui)(shui)(shui)(shui)(shui)(shui)款(kuan)政策(ce)。(責任領導:高峰;牽頭(tou)單位:市稅(shui)(shui)(shui)(shui)(shui)(shui)務(wu)局(ju);責任單位:市財(cai)政局(ju)、國(guo)土局(ju)、科技(ji)局(ju)等,各區縣)

2.優化稅(shui)(shui)收管(guan)理服(fu)務(wu)。簡(jian)并納(na)稅(shui)(shui)申報期限,對(dui)城鎮土地使用稅(shui)(shui)申報實(shi)行一(yi)年一(yi)報,對(dui)商事登記制度改革后的新(xin)辦民(min)營企(qi)業貨物勞務(wu)稅(shui)(shui)及附加推行有稅(shui)(shui)申報。推進新(xin)辦納(na)稅(shui)(shui)人(ren)“零門(men)檻”辦稅(shui)(shui),為(wei)新(xin)辦納(na)稅(shui)(shui)人(ren)提供(gong)套餐式服(fu)務(wu),一(yi)次性辦結(jie)多(duo)個涉稅(shui)(shui)事項(xiang)。(責任領導(dao):高峰;牽頭單(dan)位:市稅(shui)(shui)務(wu)局(ju);責任單(dan)位:市政務(wu)服(fu)務(wu)管(guan)理局(ju)、工商局(ju)等)

(二)減輕社保(bao)負擔

3.降低(di)社(she)保(bao)(bao)繳費(fei)(fei)費(fei)(fei)率(lv)。民(min)營(ying)企(qi)(qi)(qi)業職(zhi)工(gong)養老保(bao)(bao)險(xian)單位(wei)(wei)繳費(fei)(fei)比(bi)例降低(di)1%,暫按(an)19%執行。對(dui)已滿醫(yi)療保(bao)(bao)險(xian)最(zui)低(di)繳費(fei)(fei)年限(xian)的(de)退休、退職(zhi)參保(bao)(bao)人(ren)員(yuan),落實企(qi)(qi)(qi)業不(bu)再繳納9%的(de)醫(yi)療保(bao)(bao)險(xian)費(fei)(fei)政(zheng)策(ce),劃撥至個(ge)人(ren)賬戶(hu)的(de)資金(jin)由社(she)保(bao)(bao)基金(jin)承擔。工(gong)傷(shang)(shang)保(bao)(bao)險(xian)實行行業差別費(fei)(fei)率(lv),按(an)照企(qi)(qi)(qi)業發生工(gong)傷(shang)(shang)的(de)比(bi)例確定企(qi)(qi)(qi)業繳納工(gong)傷(shang)(shang)保(bao)(bao)險(xian)的(de)浮(fu)動(dong)費(fei)(fei)率(lv),減少(shao)企(qi)(qi)(qi)業支出。對(dui)不(bu)能按(an)用人(ren)單位(wei)(wei)參保(bao)(bao)的(de)建筑、公路、機場建設(she)、鐵(tie)路、水(shui)運、水(shui)利、能源(yuan)、施工(gong)企(qi)(qi)(qi)業使用的(de)農民(min)工(gong),可按(an)項目(mu)(mu)參加工(gong)傷(shang)(shang)保(bao)(bao)險(xian),以項目(mu)(mu)工(gong)程總造價的(de)1‰計算(suan)工(gong)傷(shang)(shang)保(bao)(bao)險(xian)費(fei)(fei)。失業保(bao)(bao)險(xian)單位(wei)(wei)繳費(fei)(fei)比(bi)例降低(di)0.5%,暫按(an)0.5%執行。(責(ze)任領導:巴哈特?何德爾拜;牽頭單位(wei)(wei):市(shi)人(ren)社(she)局(ju);責(ze)任單位(wei)(wei):市(shi)財政(zheng)局(ju)、稅務局(ju)等)

4.全面落實社(she)保(bao)補貼(tie)(tie)政(zheng)策。對民營(ying)企業(ye)(ye)招用新疆籍勞動者、就(jiu)業(ye)(ye)困難人(ren)員和5年(nian)內畢(bi)業(ye)(ye)的(de)大中專畢(bi)業(ye)(ye)生(sheng)的(de),可(ke)享受3年(nian)社(she)會(hui)保(bao)險補貼(tie)(tie);對參保(bao)繳費(fei)不裁(cai)員、少(shao)裁(cai)員的(de)民營(ying)企業(ye)(ye),可(ke)按職工(gong)上年(nian)度實際繳納(na)(na)失業(ye)(ye)保(bao)險費(fei)總(zong)額(e)50%的(de)標準,從社(she)會(hui)保(bao)險基金(jin)中發放(fang)穩崗補貼(tie)(tie),用于職工(gong)生(sheng)活(huo)補助、繳納(na)(na)社(she)會(hui)保(bao)險費(fei)、轉崗培訓、技能提(ti)(ti)升培訓等支(zhi)出;對繳納(na)(na)失業(ye)(ye)保(bao)險費(fei)3年(nian)以上并取得(de)職業(ye)(ye)資(zi)格(ge)證(zheng)書的(de)職工(gong),民營(ying)企業(ye)(ye)按職業(ye)(ye)資(zi)格(ge)等級可(ke)向人(ren)社(she)部門申請(qing)技能提(ti)(ti)升補貼(tie)(tie),補貼(tie)(tie)資(zi)金(jin)從社(she)保(bao)基金(jin)中列支(zhi)。(責任領導(dao):巴哈特?何(he)德爾拜(bai);牽頭單位(wei):市人(ren)社(she)局;責任單位(wei):市財政(zheng)局等,各區縣(xian))

5.優化社(she)保(bao)征收管理(li)(li)服務。對繳(jiao)(jiao)(jiao)納(na)社(she)會保(bao)險費(fei)(fei)(fei)有困難的(de)民營企業,可(ke)與(yu)征繳(jiao)(jiao)(jiao)機構簽(qian)訂緩繳(jiao)(jiao)(jiao)協議,延期(qi)繳(jiao)(jiao)(jiao)納(na)社(she)會保(bao)險費(fei)(fei)(fei)。對企業欠繳(jiao)(jiao)(jiao)的(de)社(she)會保(bao)險費(fei)(fei)(fei)可(ke)與(yu)征繳(jiao)(jiao)(jiao)機構簽(qian)定清欠計劃(hua),逐步償還。支(zhi)持單(dan)(dan)獨補繳(jiao)(jiao)(jiao)達到(dao)退休(xiu)(xiu)條件職工所欠費(fei)(fei)(fei)用,為其及時(shi)辦理(li)(li)退休(xiu)(xiu)手續(xu)。(責任領導:巴哈特?何德爾拜;牽頭單(dan)(dan)位:市人(ren)社(she)局;責任單(dan)(dan)位:市財(cai)政(zheng)局等(deng),各(ge)區縣(xian))

(三)降低企業運營成本

6.降低(di)(di)用(yong)房(fang)(fang)(fang)(fang)成本。加快推進(jin)(jin)實(shi)體(ti)產業園(yuan)區建設,進(jin)(jin)一(yi)步(bu)完善園(yuan)區標準(zhun)廠(chang)房(fang)(fang)(fang)(fang)、集中(zhong)辦公用(yong)房(fang)(fang)(fang)(fang)以(yi)及(ji)居住餐(can)飲等(deng)生產生活服務(wu)配(pei)套(tao)設施,2019年實(shi)現企(qi)業大規模入(ru)駐,引導民營企(qi)業“退城入(ru)園(yuan)”,形成規模集聚效應,降低(di)(di)生產成本。鼓勵建設和(he)使用(yong)標準(zhun)廠(chang)房(fang)(fang)(fang)(fang),對已竣工驗收的標準(zhun)廠(chang)房(fang)(fang)(fang)(fang)及(ji)配(pei)套(tao)設施按建筑面積(ji)由市(shi)(shi)、區兩(liang)級財政給予投資主體(ti)定額補貼,已享受其(qi)他優惠政策的不再重復享受。研究制定民營企(qi)業房(fang)(fang)(fang)(fang)屋(wu)租(zu)賃(lin)管理(li)辦法,明確租(zu)賃(lin)當(dang)事(shi)人(ren)權利義務(wu),實(shi)施分級分類(lei)價(jia)格(ge)管理(li),按片(pian)區對廠(chang)房(fang)(fang)(fang)(fang)、寫字樓、出租(zu)屋(wu)的租(zu)金(jin)進(jin)(jin)行引導,促進(jin)(jin)租(zu)賃(lin)房(fang)(fang)(fang)(fang)屋(wu)租(zu)期和(he)租(zu)金(jin)穩定。(責任領導:高峰、宋亞(ya)君;牽頭單位(wei)(wei):市(shi)(shi)經信委、房(fang)(fang)(fang)(fang)產局;責任單位(wei)(wei):市(shi)(shi)財政局、商務(wu)局、交通(tong)局等(deng),各區縣)

7.降(jiang)低(di)用(yong)(yong)地(di)(di)成(cheng)本。在符(fu)合(he)規(gui)(gui)劃(hua)、不改變用(yong)(yong)途(tu)的情況下(xia),經批準利用(yong)(yong)已建成(cheng)工(gong)(gong)業(ye)(ye)園(yuan)區(qu)(qu)內(nei)剩(sheng)余用(yong)(yong)地(di)(di)增加自用(yong)(yong)生產性工(gong)(gong)業(ye)(ye)廠房(fang)及相(xiang)應(ying)輔助設施的,不再增收土(tu)地(di)(di)價款。對工(gong)(gong)業(ye)(ye)等符(fu)合(he)規(gui)(gui)定(ding)(ding)范(fan)圍的項目(mu)用(yong)(yong)地(di)(di),可根據實際情況采取低(di)于(yu)法定(ding)(ding)最高年限出(chu)讓(rang)(rang)、長期(qi)租(zu)賃、先(xian)租(zu)后(hou)(hou)讓(rang)(rang)、租(zu)讓(rang)(rang)結合(he)等彈性方式(shi),降(jiang)低(di)民(min)營企(qi)業(ye)(ye)獲得土(tu)地(di)(di)的初始成(cheng)本。科學(xue)制定(ding)(ding)各(ge)產業(ye)(ye)園(yuan)區(qu)(qu)內(nei)工(gong)(gong)業(ye)(ye)用(yong)(yong)地(di)(di)基準地(di)(di)價,適當下(xia)調土(tu)地(di)(di)出(chu)讓(rang)(rang)競買保證金比例、延長出(chu)讓(rang)(rang)金繳(jiao)納期(qi)限。鼓(gu)勵(li)未完(wan)善征轉地(di)(di)補償(chang)手續、符(fu)合(he)規(gui)(gui)劃(hua)的產業(ye)(ye)用(yong)(yong)地(di)(di)加快入市。以先(xian)租(zu)后(hou)(hou)讓(rang)(rang)方式(shi)供應(ying)的工(gong)(gong)業(ye)(ye)用(yong)(yong)地(di)(di),租(zu)賃期(qi)滿(man)達到合(he)同約定(ding)(ding)條(tiao)件的,同等條(tiao)件下(xia)原租(zu)賃企(qi)業(ye)(ye)優先(xian)受讓(rang)(rang)。(責任領(ling)導(dao):高峰(feng);牽頭(tou)單位(wei):市國土(tu)局;責任單位(wei):市規(gui)(gui)劃(hua)局、經信委(wei)等,各(ge)區(qu)(qu)縣(xian))

8.降低用(yong)工(gong)(gong)(gong)(gong)成本(ben)。堅持收入(ru)水平增(zeng)長(chang)與勞動(dong)生(sheng)產(chan)率(lv)提高相適應,合(he)理調控最低工(gong)(gong)(gong)(gong)資標(biao)準(zhun)。規范勞務(wu)中(zhong)介代招工(gong)(gong)(gong)(gong)行(xing)為(wei)和收費(fei)標(biao)準(zhun),幫(bang)助民營(ying)(ying)企(qi)業(ye)(ye)緩解用(yong)工(gong)(gong)(gong)(gong)成本(ben)壓力。加大(da)南(nan)疆(jiang)四地(di)州富(fu)余勞動(dong)力有組織(zhi)轉(zhuan)移就業(ye)(ye)工(gong)(gong)(gong)(gong)作力度(du),擴大(da)民營(ying)(ying)企(qi)業(ye)(ye)用(yong)工(gong)(gong)(gong)(gong)渠道(dao)。對民營(ying)(ying)企(qi)業(ye)(ye)新錄用(yong)簽(qian)訂1年(nian)以上期(qi)限(xian)(xian)勞動(dong)合(he)同的員(yuan)工(gong)(gong)(gong)(gong),由用(yong)人(ren)單位或委(wei)托有資質的職業(ye)(ye)院(yuan)校、培訓機構(gou)開(kai)展培訓,落(luo)實職業(ye)(ye)培訓補貼(tie)。創新開(kai)展面向中(zhong)小微民營(ying)(ying)企(qi)業(ye)(ye)員(yuan)工(gong)(gong)(gong)(gong)“先租后買”“以租代購”的保障性(xing)住(zhu)房供應制(zhi)度(du),對企(qi)業(ye)(ye)新錄用(yong)簽(qian)訂1年(nian)以上期(qi)限(xian)(xian)勞動(dong)合(he)同并在我(wo)市(shi)落(luo)戶的員(yuan)工(gong)(gong)(gong)(gong),可(ke)申請保障性(xing)住(zhu)房。(責任領導:巴哈(ha)特?何(he)德爾拜、宋(song)亞君;牽(qian)頭(tou)單位:市(shi)人(ren)社(she)局(ju)(ju)、房產(chan)局(ju)(ju);責任單位:市(shi)發改委(wei)、經信委(wei)、財政局(ju)(ju)等,各區縣)

9.降(jiang)低用(yong)電成本。嚴格落實自治(zhi)區電價(jia)政策,降(jiang)低一般工業(ye)客戶(hu)電價(jia)。支持符合條件的用(yong)電客戶(hu)開(kai)展直接(jie)交易,鼓勵甘泉堡經濟技(ji)術(shu)開(kai)發(fa)區開(kai)展“躉購(gou)”電政策試(shi)點(dian)。全面取消負荷控制終端、帶電接(jie)火收(shou)費(fei),進(jin)一步(bu)梳理(li)供電服(fu)(fu)務(wu)(wu)收(shou)費(fei)項目(mu)減免清單。規范電網(wang)(wang)環(huan)節收(shou)費(fei)政策,嚴厲打擊轉(zhuan)供電環(huan)節加價(jia)行為。推行中小微(wei)民營(ying)企業(ye)“一站(zhan)式”服(fu)(fu)務(wu)(wu),實現快速接(jie)電。建立專業(ye)服(fu)(fu)務(wu)(wu)隊伍,主動服(fu)(fu)務(wu)(wu)轄區內年售電量(liang)超過500萬千瓦時的電力客戶(hu),為客戶(hu)提供精準(zhun)用(yong)電分析及改進(jin)建議。(責任領導:高峰、潘秀明;牽頭單位(wei):市經信(xin)委(wei);責任單位(wei):市發(fa)改委(wei)、國網(wang)(wang)烏(wu)魯(lu)木(mu)齊供電公(gong)司等)

10.降(jiang)低物(wu)(wu)(wu)(wu)流(liu)成本。制(zhi)定物(wu)(wu)(wu)(wu)流(liu)業(ye)(ye)發展專項資金(jin)補貼(tie)辦法,實(shi)施物(wu)(wu)(wu)(wu)流(liu)分級(ji)分類補貼(tie)。支持(chi)物(wu)(wu)(wu)(wu)流(liu)中心、城市(shi)物(wu)(wu)(wu)(wu)流(liu)配(pei)送(song)、冷鏈物(wu)(wu)(wu)(wu)流(liu)、跨(kua)境電子(zi)商務(wu)(wu)、甩(shuai)掛(gua)運輸(shu)和(he)物(wu)(wu)(wu)(wu)流(liu)標(biao)準化(hua)建設,實(shi)行(xing)配(pei)送(song)車(che)輛通行(xing)制(zhi)度,鼓勵(li)使用(yong)電動物(wu)(wu)(wu)(wu)流(liu)配(pei)送(song)車(che)。搭建物(wu)(wu)(wu)(wu)流(liu)公共信息平臺,推行(xing)“倉(cang)配(pei)一體化(hua)”運作(zuo)模式,完(wan)善物(wu)(wu)(wu)(wu)流(liu)綜合服(fu)務(wu)(wu)網絡(luo),促進公路、鐵路、航(hang)空(kong)運輸(shu)方式有效(xiao)銜(xian)接。發展“互(hu)聯網+高(gao)效(xiao)物(wu)(wu)(wu)(wu)流(liu)”,支持(chi)智能倉(cang)儲建設,提升物(wu)(wu)(wu)(wu)流(liu)行(xing)業(ye)(ye)的自動化(hua)、智能化(hua)水(shui)平和(he)運轉效(xiao)率。實(shi)行(xing)快遞(di)領域工(gong)商登(deng)記“一照多(duo)址”,落實(shi)物(wu)(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)設立非(fei)法人分支機構(gou)相關政(zheng)策(ce),鼓勵(li)物(wu)(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)開展跨(kua)區域網絡(luo)化(hua)經營。全面落實(shi)物(wu)(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)大宗(zong)商品(pin)(pin)倉(cang)儲設施用(yong)地優惠政(zheng)策(ce),對符合條件的物(wu)(wu)(wu)(wu)流(liu)企(qi)業(ye)(ye)自有大宗(zong)商品(pin)(pin)倉(cang)儲設施用(yong)地減按所屬土地等級(ji)適用(yong)稅額標(biao)準的50%計(ji)征(zheng)城鎮(zhen)土地使用(yong)稅。(責任領導(dao):巴哈特?何德爾拜、潘秀明、李偉(wei);牽頭(tou)單位:市(shi)商務(wu)(wu)局(ju)、稅務(wu)(wu)局(ju);責任單位:市(shi)發改委(wei)、建委(wei)、國(guo)土局(ju)、財政(zheng)局(ju)、工(gong)商局(ju)、郵政(zheng)管理(li)局(ju)、公安局(ju)交(jiao)警(jing)支隊、口岸(an)物(wu)(wu)(wu)(wu)流(liu)辦等,各區縣)

(四(si))清理涉企行政(zheng)收費

11.清(qing)(qing)(qing)理取消涉企(qi)行政(zheng)事業(ye)(ye)性(xing)收(shou)費(fei)(fei)。實行涉企(qi)行政(zheng)事業(ye)(ye)性(xing)收(shou)費(fei)(fei)目錄清(qing)(qing)(qing)單(dan)(dan)管(guan)理,按權(quan)限、政(zheng)策和目錄清(qing)(qing)(qing)單(dan)(dan)規范(fan)(fan)涉企(qi)收(shou)費(fei)(fei)。分類(lei)制定實施行政(zheng)裁量(liang)權(quan)基準制度,規范(fan)(fan)裁量(liang)范(fan)(fan)圍(wei)、種類(lei)和幅度,并(bing)通過(guo)門戶網站等向社會公開。進一(yi)步清(qing)(qing)(qing)理涉及民(min)營企(qi)業(ye)(ye)收(shou)費(fei)(fei)項目,除國家、自(zi)治區規定的收(shou)費(fei)(fei)項目外,市(shi)、區(縣(xian))兩級不增設(she)收(shou)費(fei)(fei)項目。(責(ze)任(ren)領(ling)導(dao):高峰;牽頭單(dan)(dan)位(wei):市(shi)財政(zheng)局(ju);責(ze)任(ren)單(dan)(dan)位(wei):市(shi)發改委、政(zheng)務服務管(guan)理局(ju)、稅務局(ju)等,各區縣(xian))

三、保障(zhang)措施(shi)

(一)加強組織領導。各區(縣)、相(xiang)關部門要高度重視優化營(ying)商(shang)環境和發(fa)展(zhan)民(min)營(ying)經濟工(gong)作,建立完善我市(shi)促(cu)進民(min)營(ying)經濟發(fa)展(zhan)工(gong)作議事協(xie)調(diao)機制(zhi),形成協(xie)調(diao)聯動、密切配合的工(gong)作格局。要進一步加強對民(min)營(ying)經濟發(fa)展(zhan)的統籌協(xie)調(diao)、指導和服務,幫助解(jie)決實際困難和問題,推(tui)動民(min)營(ying)企(qi)(qi)(qi)業(ye)快(kuai)速健康發(fa)展(zhan)。要積極培(pei)育各類(lei)民(min)營(ying)市(shi)場主體,支持民(min)營(ying)企(qi)(qi)(qi)業(ye)做(zuo)(zuo)大(da)做(zuo)(zuo)強,形成“小企(qi)(qi)(qi)業(ye)鋪天蓋(gai)地(di)、大(da)企(qi)(qi)(qi)業(ye)頂天立地(di)”的良好局面(mian)。

(三)強(qiang)化監(jian)督檢查。建立完善民營經濟統計監(jian)測體系和定期發(fa)布(bu)制度,加強(qiang)對民營經濟發(fa)展(zhan)趨(qu)勢的(de)(de)分析研判。將(jiang)促進民營經濟發(fa)展(zhan)情況作(zuo)為各(ge)區(qu)(縣)、相(xiang)關部(bu)門領導班子及領導干部(bu)履職盡責管理的(de)(de)重要內容,對相(xiang)關政(zheng)策落實不(bu)力的(de)(de)區(qu)(縣)和部(bu)門予以通報批評,對不(bu)作(zuo)為、慢作(zuo)為、亂作(zuo)為的(de)(de),嚴肅進行(xing)追責問(wen)責,并及時曝(pu)光典型案例。
